Annette Brown takes on City Hall

City of Dayton Employee Annette Brown has a college degree, an MBA, and had worked in finance for 6 years. Until recently she was a dedicated civil servant. Now the City has placed her on administrative leave and she faces a hearing on August 27th to terminate her employment because the City of Dayton claims she is in violation of the city charter requiring that she "reside" and "live" within the City of Dayton.

Mrs. Brown owns a house in the City of Dayton and another in Harrison Township. She also pays taxes, pays utilities, and votes in the City. She has split time between the two residents and recently has spent most of her nights in the City of Dayton house but fears that this will not be enough to save the job she loves. According to Mrs. Brown they have "gone to far by hiring private investigators to follow me and my family around like drug dealers and this is not what our tax dollars should be spent on", "how can it be fair that your employer can follow you night and day". Mrs. Brown is not taking this matter lying down. She hired Dayton Attorney Richard Schulte who filed a lawsuit asking that the cities charter be held unconstitutional and that a restraining order be issued prohibiting the City form enforcing the charter provision. Ohio Attorney General Marc Dann was also named as a defendant in the suit. That hearing should be had in the coming weeks.
